dc.description.abstractThis article examines the mission of Macalis Imariyya (Develepment Counsils) which were founded by the decree of Tankisat al-Mulkiyye declared in 1845. In the article, the activity of these Counsils about the indebtedness status of the people and the selling of products before the harvest - called selem- particularly examined. The tax collection before harvest period was impelling the people borrowing from usurers with excessive interest rates and to sell the product at nearly half price. This case was damaging both the state and the citizens because of income loss. Development Council officials carried out due diligence for the elimination of these problems. In the first part of the article, the establishment and duties of Development Councils were held. In the second part, loan and selem applications according to the archive documents were handled. The conclusion part deals with the consequences of loan and borrowing applications according to archive documents.en_US
