Özet
Çocuk ihmal ve istismarı; uzun yıllar boyunca süregelen, çocuğu örseleyen küresel ve yerel bir sorundur. Sosyal hizmet kuruluşlarında görevli profesyonellerin çocuk ihmal ve istismarına yönelik gözlemlerinin, bakış açılarının, bu sorunun çocuk üzerindeki etkisinin ve çözüm önerilerinin eleştirel ve yorumlayıcı bakış açısı ile değerlendirilmesi sosyal hizmet alanının yazınına ve çocuklara yönelik sosyal politika geliştirilmesine katkı sağlayacaktır. Çalışmada, sosyal çalışma görevlilerinin soruna müdahale ve önlemede okul sosyal hizmetine bakışı değerlendirilmiş olup 23 sosyal çalışma görevlisi ile yüz yüze görüşülmüştür. Çalışma, nitel bir araştırma olup çalışmada yarı-yapılandırılmış mülakat tekniği kullanılarak betimsel analiz, tematik analiz ve içerik analizi yoluyla veriler bilgisayara aktarılmıştır. Bulgulara göre; çocuk ihmal ve istismarı katılımcılar tarafından "çocuğa zarar verme davranışı" ve "çocuğun bakım veren tarafından temel ihtiyaçlarının karşılanmaması" olarak tanımlanmıştır. Davranış bozukluğu, çocukta en fazla gözlemlenen çocuk ihmal ve istismarı göstergesidir. İhmal ve istismar, çocuğu en çok psikolojik yönden etkilemektedir. En fazla "ihmal" vakalarıyla karşılaşılmıştır. Yoksulluk, çocuk ihmal ve istismarına neden olmaktadır. Günümüzde vakaların kitle iletişim araçlarının aracılığıyla daha fazla duyulduğunu, şikayet ve başvuru yolu ile ilgili mercilere ulaşılabilirliğin artmasından dolayı daha fazla vaka bildirimin yapıldığını belirten katılımcıların 5395 Sayılı Çocuk Koruma Kanunu kapsamında tedbirler uyguladığı, çocuk hakları ve mevzuatı bilgi düzeyi noktasından kendilerini yeterli bulduğu, bu bilgileri iş tecrübesi ve lisans eğitimi aracılığıyla edindiği görülmüştür. Süpervizyon alma, vaka değerlendirme ve komisyon toplantıları; vakalara yönelik bilgi alışverişi ile farklı bakış açılarını değerlendirme açısından önemlidir. Ebeveynliğe hazırlık ve çocuk eğitimleri vakaları önlemede etkili olmaktadır. Okul sosyal hizmeti uygulamasının yaygınlaşması ile vakalara erken, hızlı ve yerinde bir müdahale gerçekleşecektir.
Child neglect and abuse; is a global and local problem which has been going on for many years and oppressing the child. Evaluating and interpreting the observations, perspectives, the influence of the problem on the child and the solution proposals of the professionals working in social service organizations on child neglect and abuse with a critical and interpretive perspective will contribute to the literature of the social work field and the development of social policy for children. In the study, the intervention of social workers to the problem and their perspective on social work in preventing these problems were evaluated, and 23 social workers were interviewed face-to-face. The study is a qualitative research and data were transferred to the computer through descriptive analysis, thematic analysis and content analysis using semi-structured interview technique. According to the findings, child neglect and abuse was defined by the participants as "harming behavior" and "not meeting the basic needs of the child by the caregiver". Behavioral disorder is the most common child neglect and abuse indicator. Neglect and abuse affect the child most psychologically. The highest number of "negligence" cases were encountered comparing to abuse ones. In addition, poverty can lead to child neglect and abuse. The participants, who stated that the cases are heard more through the mass media, and that more cases are reported due to the increased accessibility to the relevant authorities through the means of complaints and applications, applied measures within the scope of the Child Protection Law No. 5395, found themselves sufficient in terms of child rights and legislation knowledge level, and said that they could use this information to carry out on their work. It has been seen that the information and the knowledge can be gained through experience and undergraduate education. Getting supervision, case evaluation and commission meetings play essential role in terms of exchanging information on cases and evaluating different perspectives. Preparation for parenthood and child education are effective in preventing cases. With the widespread use of school social work practice, an early, rapid and appropriate intervention will take place accordingly.
