Özet
Bu çalışmada, 1948-2010 yıllarını kapsayan süre zarfında Türkiye’nin dış siyasetinde Filistin meselesi incelenmiştir. Bu bağlamda, İsrail devletinin kuruluşundan Mavi Marmara olayına kadar geçen sürede Filistin meselesinin Türkiye için önemli bir konu olduğu vurgulanmıştır. Bu konu, uluslararası sistemde yoğun dönüşümlerin yaşandığı bir ortamda, AK Parti’nin Ortadoğu siyasetinin önemli meselelerinden biri olarak Türkiye’nin dış politika gündeminde yerini almıştır. Tez çalışması iki bölümden oluşmaktadır. Birinci Bölümde Filistin sorununun tarihi gelişimi ve çözüm arayışlarının gelişim süreçlerine yer verilmiştir. Bu bölümde Filistin’le ilgili temel bilgilere yer verilirken; yabancı güçlerin tutumu, uluslararası ittifaklar ve konferanslarda sorunun müzakeresi vd. konular kronolojik şekilde ele alınmıştır. Bu bölümde, BM’nin Filistin’le ilgili tutumu ve aldığı kararlara, 20. yüzyılın ortalarından itibaren düzenlenmiş olan çok sayıda barış konferansı, ayrıca Filistin sorununun çözümüne ilişkin Yol Haritasına yer verilmiştir. İkinci Bölümde, Filistin sorununun Türk dış politikasına yansımaları irdelenmiştir. Bu bağlamda, öncelikli olarak Türk dış politikasının genel çerçevesi ve belirleyici unsurlarına, ayrıca Türkiye’nin diğer büyük güçlerle ilişkilerine değinilmiş, Türkiye’nin Ortadoğu politikası kapsamında Filistin sorununa yaklaşımı dönemsel olarak ele alınmıştır. Bu bölümde, Filistin meselesine yönelik Türk dış politikasının 1948-2002 yılları ve AK Parti iktidarı dönemi (2002-2010) dönemleri karşılaştırılmış, aynı zamanda Filistin sorununun Türkiye-İsrail ilişkileri üzerindeki etkisi incelenmiştir. Çalışma sırasında elde edilen netice ve tespitlere Sonuç kısmında yer verilmiştir. Kaynakça kısmında tez çalışması sırasında kullanılan kitap, tebliğ, makale, tez ve raporlar yer almıştır. ?
In this study, Turkey’s foreign policy towards the Palestinian issue during the period of 1948-2010 was examined. In this context, it was emphasized that the Palestinian issue was an important issue for Turkey from the establishment of the state of Israel to the Mavi Marmara incident. This issue has taken its place in Turkey’s foreign policy agenda, especially as one of the important issues of AK Party’s Middle East policy in an environment where intense transformations are experienced in the international system. This thesis consist of two parts. In the first part, the historical development of the Palestinian problem and the developments of searching for a solution are given. In this section, while basic information about Palestine is given; attitude of foreign powers, discussion of the problem in international alliances and conferences etc. Topics are covered in chronological order. In this section, the UN’s attitude and decisions regarding Palestine, the numerous peace conferences held since the middle of the 20th century, as well as the road map for the solution of the Palestinian issue are included. In the second part, the reflections of the Palestinian issue on the Turkish foreign policy are examined. In this context, the general framework and determinants of the Turkish foreign policy, as well as Turkey’s relations with other great powers were mentioned, and Turkey’s approach to the Palestinian issue within the scope of its Middle East policy was discussed periodically. In this section, the Turkish foreign policy towards the Palestinian issue during the period between 1948-2002 and the period of AK Party government (2002-2010) were compared, at the same time the impact of the Palestinian issue on Turkey-Israel relations was examined. The results obtained during the study are given in the Conclusion section. Bibliography section contains the books, papers, articles, theses and reports used during the thesis work."
