TÜRKİYE’DE UYGULANAN İKTİSADİ POLİTİKALAR ÇERÇEVESİNDE ALTYAPI VE ÜSTYAPI YATIRIMLARININ GELİŞİM SÜRECİ (1923-2020)

Özet
Bu araştırma, Cumhuriyetin ilanından itibaren 2020 yılına kadar olan süreçte, ülkemizde uygulanan iktisadi politikaları incelemekle birlikte bu süreç içerisinde gerçekleşmiş olan altyapı ve üstyapı yatırımlarını ortaya koymaktadır. Ülkenin kuruluşundan seksen yıl sonra, Türkiye, özel sektör, ulusal sistemler ve planlama, ithal ikameci ve dışa açılma politikaları tarafından desteklenen, sanayisiz, az gelişmiş bir tarım ülkesinden büyük ölçüde ekonomik bağımsızlık kazanmıştır. Bununla birlikte, çoğu zaman ekonomik krizlerle karşı karşıya kalan ve bazı sorunlar yaşamaya devam eden modern bir ülke statüsüne ulaşmıştır. Devlet, altyapı ve üstyapılara yatırım yaparken, özel sektöre yön verecek ekonomik politikalar çerçevesinde hareket etmeli ve kendi yatırımını belirli bir plan dâhilinde gerçekleştirmelidir. Öyle ki yatırım maliyetleri ve gerekli liderliği esas alan bu politikalara göre hareket etmesi gerekmektedir. Yapmış olduğum bu tez çalışmasında ülkemizin Cumhuriyet tarihinden itibaren günümüze kadar yapmış ve yapmakta olan tüm sanayii yatırımları ele alınmıştır. Ve yapılan bu altyapı ve üstyapı çalışmaları dönem dönem incelenerek ele alınıp bilgi verilmiştir. Ayrıca yapılan yatırımlar ve uygulanan iktisat politikaları ile ele alınmış olup mevcut dönemlerde anahtar rol oynamakta olan sektörler ile yatırımların birbiri ile paralel bir şekilde hareket ettiği görülmüştür. ?
This research examines the economic policies implemented in our country from the proclamation of the Republic until 2020, and reveals the infrastructure and superstructure investments that have taken place during this process. Eighty years after the country's founding, Turkey has gained a great deal of economic independence from a non-industrialized, underdeveloped agricultural country supported by the private sector, national systems and planning, import substitution and opening up policies. However, it has attained the status of a modern country that has faced economic crises most of the time and continues to have some problems. While investing in infrastructure and superstructure, the state should act within the framework of economic policies that will guide the private sector and make its own investment within a certain plan. So much so that it has to act in accordance with these policies, which are based on investment costs and necessary leadership. In this thesis, all the industrial investments that The Repubic of Turkey has made and are making since the date of the Republic are discussed. And these infrastructure and superstructure works were examined periodically and information was given. In addition, the investments made and the applied economic policies have been discussed together, and it has been seen that the sectors that play a key role in the current period and the investments move in parallel with each other."
