Türk Eğitim Sistemi ile Irak Eğitim Sisteminin Karşılaştırılması

| dc.description.abstract | Mevcut araştırmanın amacı, Türkiye ve Irak eğitim sistemlerini karşılaştırmaktır. Bu amaçla her iki ülkedeki eğitim sisteminin idari yapısı, okul organizasyonu, eğitim denetimi, eğitimin finansal kaynakları ve öğretmen yetiştirme süreçleri ele alınmıştır. Çalışmanın son aşamasında, Türk eğitim sistemi ile Irak eğitim sistemi karşılaştırılmıştır. Son olarak bu çalışmada doküman incelemesi yöntemi kullanılarak her iki ülkenin eğitim sistemleri analiz edilmiştir. Sonuç olarak, Türkiye ve Irak eğitim sistemlerinde amaç, içerik ve süreç açısından bazı farklılıklar bulunmaktadır. Türk eğitim sistemi demokratik, laik, sosyal ve hukuk devletinin gereksinimlerini taşıyan, insan yetiştirmeyi amaçlayan bir yapıya sahiptir. Öte yandan Irak'taki eğitim sistemi, dini değerlerin etkisi altında olsa da her iki ülkede de merkezi bir yapı mevcuttur. Hem Irak hem de Türkiye'de ulusal düzeyde eğitim Bakanlıkları tarafından yürütülmektedir. Fakat Irak'ta yükseköğretim, Yükseköğretim Bakanlığı'na bağlıdır, Türkiye'de ise Yükseköğretim Kurulu bağımsız bir kurum olarak işlev göstermektedir. Eğitim süresi açısından bakıldığında, her iki ülkede de temel eğitim 12 yıl sürmektedir. Türkiye'de eğitim sistemi 4+4+4 modeline dayalıyken, Irak'ta 6+3+3 modeli uygulanmaktadır. Zorunlu eğitim açısından Irak'ta 6 yıl, Türkiye'de ise 12 yıl olarak belirlenmiştir. Her iki ülke genelinde merkezi bir Millî eğitim programı uygulanmaktadır. Ancak Irak'ın Kuzey Bölgesi Özerk Yönetimi dışında, her iki ülkede de ilkokul, ortaokul, ortaöğretim ve yükseköğretim aşamaları bulunmaktadır. | en_US |
| dc.description.abstract | This study aims to compare Turkey’s and Iraq’s education systems. For this purpose, the administrative structure of the education system, school organization, educational supervision, financial resources of education, and teacher-training processes in both countries are discussed. In the last stage of the study, the Turkish education system was compared to the Iraqi education system. Finally, in this study, the educational systems of both countries were analyzed using document analysis. As a result, there are some differences between the Turkish and Iraqi educational systems in terms of purpose, content, and process. The Turkish educational system has a democratic, secular, social, and legal state structure that aims to raise human beings. Although the education system in Iraq is influenced by religious values, there is a centralized structure in both countries. In both Iraq and Turkey, education at the national level is carried out by the Ministry of Education. However, higher education in Iraq is under the Ministry of Higher Education, whereas in Turkey, the Council of Higher Education functions as an independent institution. In terms of the duration of education, basic education lasts for 12 years in both countries. While the education system in Turkey is based on the 4+4+4 model, the 6+3+3 model is applied in Iraq. Compulsory education is set as six years in Iraq and 12 years in Turkey. A centralized national education programme was implemented in both countries, with the exception of the Autonomous Administration of the Northern Region of Iraq.
