Özet
Bu çalışmada, üniversite hastanelerinin işlev kaza ve kusurlarının yaratabileceği çevresel tehditler Covid-19 pandemisinin kazandırdığı tecrübeler de dikkate alınarak irdelenmiş, daha önce gerçekleşmiş olan menfi olaylardan örnekler verilmiş ve atık yönetimindeki eksikliklerden bahsedilmiştir. Üniversite hastanelerinde çevre bilimleri alanında çalışan akademisyenlerle disiplinler arası çalışmanın azlığı dikkat çekmektedir; çevre bilimleri ve mühendisliği konusunda uzmanlaşmış profesyonellere yeterince yer verilmediği görülmüştür. Özellikle Covid-19 pandemisi sonrasında, üniversite hastanelerindeki mevcut uygulamalarda gözlemlenen aksaklıkların giderilmesi için yapılması gereken değişikleri içeren bir çevre yönetim sistemi tasarımının çerçevesi çizilmiştir. Önerilen bu tasarımda hastanelerde oluşan tüm tıbbi katı atıkların ve atıksuların gene hastane içerisinde kurulacak ve işletilecek sistemlerde arıtılması (yerinde arıtma yapılması) savunulmuştur. Ayrıca yanlızca devletin yaptırım gücü ile çevre ve atık yönetiminde başarının arttırmayacağı değerlendirilerek gönüllülere ve sivil toplum örgütlerine yer vererek çevreyi koruyan ve denetleyen paydaş sayısı arttırılmış geniş tabanlı bir denetim sistemi önerilmiştir.
The environmental threats that can be occurred due to the functional accidents and defects in the university hospitals in Turkey are examined taking the experiences gained throughout the Covid-19 pandemic into account, examples of negative incidents were given and the deficiencies in waste management are presented. In university hospitals, the scarcity of interdisciplinary studies with academicians working in the fields of environmental sciences and environmental engineering was pointed out; it has been observed that professionals specialized in environmental sciences and engineering are not invited to participate in waste management practices in Turkish hospitals. Especially based on the experiences from the Covid-19 pandemic, the framework of an environmental management system design, which includes the changes to eliminate the problems observed in university hospitals, was described in detail. In this proposed design, it is suggested that all medical solid wastes and wastewater generated in hospitals should be treated on-site in units to be established and operated within the hospital perimeters. It is considered that solely administrational enforcement does not increase the success rate of environmental management. Thus, an auditing mechanism with an increased number of stakeholders was proposed including volunteers and non-governmental organizations into the design."
