Özet
Teknolojinin gelişmesi ve dünyanın küresel sürece girmesi ile ortaya çıkan Postmodern Dönemde devletler yeni sorunlara karşı karşıya kalmıştır. Bu bağlamda, önemli sorunlardan birisinin, güvenlik ekseninde geliştiğini vurgulamak gerekir. Devletler, Postmodern Dönemde ortaya çıkan ve eskiye nazaran kendini daha fazla hissettiren tehditlere karşı yeni çözümler üretmek zorunda kalmışlar. İklim değişikliği, hava-su-toprak kirliliği, kadına yönelik şiddet, siber tehditler, sınır ötesi terör eylemleri vs. sorunların, bu dönemde yeni bir boyut kazandığını söyleyebiliriz. Bu durum, ekonomik ve sosyal alandaki güvenlik sorunlarının devlet merkezli yaklaşımlardan çıkıp birey ve küresel merkezli yaklaşımlarla yönelmesine neden olmuştur. Tez çalışmasında, genel olarak Postmodern Dönemde, ulus devletler ve vatandaşları tehdit eden güvenlik zafiyetlerinin mevcut durumu ve bu bağlamda yeni çözümlerin neler olabileceği tartışılmıştır. Araştırmada öncelikle, kavram ve tanımlardan yola çıkarak postmodernizm olgusu modernizmle karşılaştırılmış, günümüzdeki ulus devlet yapıları üzerinde durulmuş, onların güvenlikle olan ilişkileri, ayrıca Postmodern Dönemden nasıl etkilendikleri, nihayet, güvenliğin boyut değiştirmesi, yeni konuşulan ikincil güvenlik sorunları ve devletlerin bu bağlamdaki yaklaşımları ele alınmıştır. Bu bağlamda, devletlerin; realist kuramların güvenlik yaklaşımlarının etkisinde kalmaya devam ettikleri anlaşılmış, birey temelli ve küresel çerçevede güvenlik yaklaşımının artmasının devletleri harekete geçirdiği görülmüştür.
In the Postmodern Era, which has emerged with the development of technology and globalization states have faced new problems. Within this context, it is important to emphasize that one of the vital problems are security-based. States had to create new solutions to the threats that emerged in the Postmodern Period and were relatively noticeable to the past. It can be claimed that such problems as climate change, the acceleration of air-water-soil pollution, violence against women, cyber threats and cross- border terrorism have taken a new turn.These problems have made the security absence in the economic and social fields to be tackled with individual and global-centered approaches rather than state-centered approaches. This study attempts to argue the current situation of security problems, threatening nation-states and their citizens in the Postmodern era, and new solutions to these problems. In this study firstly postmodernism was compared to the modernism. After that, the structures of nation-states and their relations with security, and how they have been affected by the Postmodern Period are examined. Finally, the reshaping of the security problems, recently surfaced secondary security problems, and approaches of the states in this matter are deliberated. The findings indicate that states are still under the influence of the security approaches of the realist theories and the increasing of individual and global-centered security approaches have made the states take actions."
