Özet
20. ve 21. yüzyıllar göçün yükselen bir eğilim halini aldığı bir dönem olmuştur. Özellikle çok uluslu yapılar, ülkeler arası antlaşmalar ve devletlerin iç hukuk sitemlerinde düzenlemelerin yanı sıra bu alanda yapılan akademik düzeyde çalışmalar eskisine nazaran daha fazla olmuş, alanda aktif faaliyet yürütmek üzere ulusal ve uluslararası idari yapısal mekanizmalar oluşturulmuştur. Tarih boyu hedef ve transit göç merkezi konumunda olan Anadolu, son yüzyılın göç eğiliminin etkilediği coğrafyaların başında gelmektedir. Bu çalışmada, özellikle Türkiye için de bir gereklilik olan göç idaresi noktasındaki tarihsel birikim ve gelinen noktadaki göç yönetimi yapısal ve işlevsel boyutlarıyla literatür ve mevzuat taraması yapılmak suretiyle ele alınmıştır. Bu çalışmada ilk olarak göç, kuramsal ve tarihsel temelde olgusal açıdan incelenmiş, göç türleri, göçmen statüleri gibi sınıflandırmalar ve tanımlar yapılmış, uluslararası açıdan göçe bir perspektif sunularak, sosyolojik açıdan da konuya bakma olanağı sunulmuştur. Daha sonra getirdiği tarihsel idari organizasyon mirası çerçevesinde Türkiye’nin mevcut göç idare yapılanmasının bu aşamaya geliş serüveni ve uygulamaya yönelik çalışmaları ele alınmıştır. Ayrıca alanda yapılan diğer çalışmaların aksine sadece dış göç konusuna odaklanılmamış, iç göçler ve dışa verilen göçlere de örgütsel perspektiften bakılmış detaylı şekilde anlatılmıştır.
20th and 21st centuries have been a period of rising migration trend. Especcially, in addition to multinational structures, international treaties and regulations in the domestic legal systems of the states; academic level studies in this field have been more than before and national and international administrative structural mechanisms were established to actively operate in the field. Historically and for a long time Anatolia, has been the destination and transit migration center and one of the geographic place affected by the migration trend in recent years. In this study, especially which is also a necessity for Turkey that the historical background of migration management and at the reached point of migration management is discussed by scanning the literature and regulations with its structural and functional sides. In this study, migration is firstly studied factually on a theoretical and historical basis, the immigrant status, classifications and definitions and by presenting a perspective on migration from an international area, an opportunity is provided to look at it from a sociological perspective. Afterwards, the adventure of Turkey's current migration management structure and its practical works were discussed within the framework of the historical administrative organization heritage. In addition to all these, unlike other studies in this field, the issue is not only focused on external migration, but also internal migration and outward migration are viewed from an organizational perspective and explained in detail."
