Özet
1980’li yılların sonundan itibaren sosyalist sistemin dağılma sürecine girmesi, Sovyetler Birliği’nin dağılması ve Doğu Avrupa ülkelerinde siyasi rejimlerin değişmesi 20. yüzyılın en önemli olaylarındandır. Sosyalist sistemin çözülmesi ve Doğu Bloku’nun çökmesiyle, Merkezi ve Doğu Avrupa ülkelerinde “siyasi dönüşüm” süreci başlamıştır. Siyasi dönüşüm olgusu, rejim değişmeleri ve demokrasiye geçiş kavramlarıyla açıklanmaktadır. Bu doğrultuda, ekonomi ve sosyo-politik yapılar değişime uğramış, ayrıca yeni anayasa yapımı sürecine geçilmiştir. Bu süreç sosyalist anayasaların revize edilmesiyle başlarken, ilerleyen tarihlerde yeni liberal anayasaların yapımıyla devam etmiştir. Yeni sisteme geçişte liberal ve demokratik anayasal kurumlar tesis edilmiş ve farklı hükümet modelleri ortaya çıkmıştır. Demokratikleşme sürecini farklı aşamalarla sürdürmüş bir Doğu Avrupa ülkesi olarak Polonya, sosyo-politik dönüşümlerin teorik parametrelerini anlama ve örnek teşkil etme bakımından önemlidir. Ülke, 1989 serbest seçimleri ve yuvarlak masa görüşmeleri, ayrıca iç ve dış dinamiklerin de etkisiyle Orta ve Doğu Avrupa’da demokratikleşme sürecinin başını çekmiştir. Polonya’da komünizmin çözülüşü ve dönüşüm süreci diğer bölge ülkelerini de etkilemiştir. Bu doğrultuda tez çalışmasında öncelikli olarak dönüşüm süreçlerinin sosyo-politik koşullar çerçevesinde temel parametreleri belirlenmiştir. Bu parametreler, ülkeden ülkeye değişiklik göstermektedir. Zira her bir ülkenin ortaya çıkışı, gelişimi, siyasal kültür seviyeleri, iç ve dış etkenleri farklıdır. Buna rağmen genel olarak ülkelerin tümü için geçerli olan parametrelerin varlığından da söz edilmektedir. Teorik çerçeveden sonra, Polonya’daki demokratikleşme süreci ve sistem değişikliğinin nasıl gerçekleştiği, komünist sistemin çözülüşü ve yeni liberal düzene geçiş sürecinde anayasa yapımı ve tercih edilen hükümet sistemi incelenmiştir. ?
Since the end of the 1980s, the process of disintegration of the socialist system, the dissolution of the Soviet Union and the change of political regimes in Eastern European countries have taken place. These cases are one of the most important events of the twentieth century. Due to the collapse of the communist system and the Eastern Bloc, “political transformation” has begun in the countries of central and Eastern Europe. The concept of political transformation can be explained by the concepts of regime changes and the transition to democracy. Accordingly, the economic and socio-political factors have changed. In company with, the process of making a new constitution has been started. this process began with the revision of new constitutions. in the following periods, it continued with the construction of liberal constitutions. During the transition to the new system, liberal and constitutional agency were established, and different models of government also emerged. Poland has made its transition to democracy through different stages, therefore, it is important in terms of the subject. Poland is leading in the process of democratization in eastern Europe. Because the 1989 free elections, round table negotiations and internal and external dynamics provided an advantage. The dissociation and transformation of communism in Poland has affected other countries in the region. Primarily, in the thesis, the basic parameters of transformation processes within the framework of socio-political conditions are determined. These parameters are different in each country. The emergence of countries, their development, the level of political culture and internal and external factors are different. However, there are parameters that apply to all countries. After the theoretical framework, the process of democratization in Poland, how the system change took place, will be described. In addition, constitution making and the preferred government system in the process of the disintegration of the communist system and the transition to the new liberal order were examined."
