Özet
Antik Yunanda ortaya çıkan bir yönetim biçimi olan demokrasi kuşkusuz farklı milletleri de etkisi altına almıştır. Bir dönem unutulan bu yönetim biçimi yüz yıllar geçtikçe yeniden canlanmıştır. Fransız İhtilâli etkisiyle Türkiye Cumhuriyeti Devleti bu esas üzerine "cumhuriyet rejimi" üzerine kurularak halkın da yönetime katılması sağlanmıştır. Türkiye Cumhuriyeti ilk yıllarda tek partili yönetimde olsa da zaman zaman yeni partilerin kurulması CHP tarafından teşvik edilmiş ancak bazı durumların ortaya çıkmasıyla tek parti yönetimine geri dönüş olmuş ve ülke tek partiyle yönetilmiştir. Mustafa Kemal Paşa, ülkeyi partili cumhurbaşkanı olarak yönetmiştir. Milli Şef döneminde bu kanunlaştırılarak İsmet İnönü'nün ölünceye kadar ya da hastalık sebebiyle olmak şartıyla partili cumhurbaşkanlığı usulü bir müddet daha devam ettirilmiştir. CHP eşittir devlet olarak algılanmıştır. 1947'li yıllarda CHP kendince bir takım esasları tüzüklerinde değiştirmiştir. 1950'de ana muhalefete dönüştükten sonra halka kendini daha da yaklaştırmak için demokratik tutumlarını bir hayli artırmış ve iktidarı antidemokratik uygulamalarla suçlayarak demokrasi savunuculuğuna soyunmuştur. DP iktidarının zaman-zaman baskıcı tutum sergilemesiyle iktidarı demokrasi usulsüzlüğüyle itham etmiştir. Bu çalışmada Türk demokrasi tarihinde CHP'nin 1923-1960 yılları arasında demokratik tutumu detaylı incelemeye alınarak belgeler ve bulgular doğrultusunda ortaya konmaya gayret edilmiştir. Democracy, a form of government that emerged in Ancient Greece, has undoubtedly influenced different nations. This form of government, which was forgotten for a period, has been revived over the centuries. With the influence of the French Revolution, the Republic of Turkey was founded on this basis on the "republican regime" and the participation of the people in the government was ensured. Although the Republic of Turkey was under single-party rule in the first years, the establishment of new parties was encouraged by the CHP from time to time, but with the emergence of some situations, there was a return to single-party rule and the country was ruled by a single party. Mustafa Kemal Pasha ruled the country as a party President. During the National Chief period, this was legalized and Ismet Inönü was allowed to continue as a partisan president for a while until his death or due to illness. The CHP was perceived as equal to the state. In the 1947, the CHP changed some of its own principles in its statutes. After it became the main opposition in 1950, it increased its democratic attitudes considerably in order to bring itself closer to the public, and it became the defender of democracy by accusing the government of antidemocratic practices. As the DP government exhibited oppressive behavior from time to time, it accused the government of undemocratic practices. In this study, the democratic stance of the CHP between 1923 and 1960 in the history of Turkish democracy is analyzed in detail and some determinations are made in line with the documents and findings.
