Özet
Azerbaycan bölge olarak stratejik konumu itibariyle, tarih boyunca güçlü devletler arasında hakimiyet kurma sahası olmuştur. Özellikle 1917 yılında yaşanan Bolşevik İhtilâli sonrasında sosyal, siyasi ve ekonomik alanda en çok etkilenen kesim; esaret altında olan Türk halkları olmuştur. SSCB’nin dağılmasından sonra bölge siyasi, ekonomik ve enerji konularında tekrar uluslararası ilginin odağına dönüşmüştür. Bu kapsamda Türkiye ve Azerbaycan ilişkilerine yön veren parametrelerin incelendiği bu çalışma iki bölüm şeklinde oluşturulmuştur. Birinci bölümde Türkiye ve Azerbaycan arasındaki ilişki incelenmiştir. Söz konusu ilişki 20. yüzyıl öncesi, 1918-1920 yılları arası, Sovyet dönemi ve bağımsızlık sonrası ilişkiler olmak üzere dört alt başlık altında ele alınmıştır. İkinci bölümde ise yukarıda belirtilen dönemler içerisinde Azerbaycan ve Türkiye ilişkilerine yön veren soydaşlık kültürü, bölgesel politikalar, enerji güvenliği ve bölgesel güvenlik gibi parametreler üzerinde durulmuştur. Çalışma neticesinde elde edilen tespitler sonuç bölümünde yer almaktadır. Çalışma sırasında kullanılan kaynaklar kaynakça kısmında belirtilmiştir. ?
Due to its strategic location as a region, Azerbaijan has been an area of domination among powerful states throughout history. Especially after the Bolshevik Revolution in 1917, the most affected social, political and economic segment; Turkish peoples were in captivity. After the dissolution of the USSR, the region has turned into the focus of international attention again on political, economic and energy issues. In this context, this study, which examines the parameters that shape the relations between Turkey and Azerbaijan, has been formed in two parts. In the first part, the relationship between Turkey and Azerbaijan is examined. The relationship in question has been discussed under 4 sub-titles: relations before the 20th century, between 1918-1920, during the Soviet period and after independence. In the second part, parameters such as kinship culture, regional policies, energy security and regional security that shape the relations between Azerbaijan and Turkey during the periods mentioned above are emphasized. The findings obtained as a result of the study are included in the conclusion section. The sources used during the study are stated in the bibliography section."
